
NEAT consists of a core network of experts who have consistently led research work on the economics of terrorism and security. These members support the development and evaluation of counter-terrorism policies by analyzing factors that contribute to terrorism, as well as by examining the effects of terrorism. All of our core network members are academic economists with demonstrated competence in the analysis of the security economics and in providing policy advice. They are university professors or have an equivalent level of seniority.

The following is an overview of the individual institutions at which the NEAT core members are based.
German Institute for Economic Research (DIW Berlin) - Coordinating Institution
The German Institute for Economic Research (DIW) is Europe’s largest independent economic policy research institute. It is a non-profit academic institution involved in basic research and policy advice. DIW Berlin is a member of the German Leibniz Association (WGL) of leading applied research institutes and of several international research networks such as EUROFRAME, ENEPRI, MICROCON and HiCN. DIW Berlin employs about 220 employees, of whom more than 112 are academic research staff.
RAND Europe
The RAND Corporation is a non-profit global policy think tank recognized for its expertise in international defense and security policy issues. RAND Europe (which is part of the global RAND Corporation) works to provide innovative and insightful research and analysis to policy-makers in the UK, Europe and beyond. The global RAND Corporation employs approximately 1,600 people from more than 80 countries. Approximately 1000 RAND employees are researchers, of whom more than 800 hold Ph.D. degrees in various disciplines.
Institute for Peace Research and Security Policy (IFSH)
The Institute for Peace Research and Security Policy is an independent research institution at the University of Hamburg. The principle focus of the institute’s work is research, but teaching and consulting are activities of growing importance. The IFSH is divided into three specialized research units: the Centre for European Peace and Security Studies (ZEUS), the Centre for OSCE Research (CORE), and the Interdisciplinary Research Group on Disarmament, Arms Control, and Risk Technologies (IFAR). These three units combine to develop cooperative strategies for conflict resolution and prevention that pay special attention to the courses of action available to the German government. Approximately 50 people are employed at the IFSH.
Department of Economics, University of Patras
The Department of Economics at the University of Patras is one of the leading southern European departments within this discipline. The department offers a full undergraduate program and postgraduate program. The University of Patras consists of 22 departments with 21,200 undergraduate and 3,260 postgraduate students. It employs 754 faculty members, 238 teaching staff, and 481 administrative personnel.
Institute for Empirical Research in Economics, University of Zurich
The Institute for Empirical Research in Economics at the University of Zurich teaches and researches in the areas of microeconomics, macroeconomics, and empirical methods. The institute pursues an interdisciplinary approach of integrating sociological and socio-psychological findings into modern economics. It applies econometrics as well as experimental methods. The Institute consists of nine professorships and belongs to the Faculty of Economics, Business Administration and Information Technology.
University of the Basque Country
The University of the Basque Country is a public university with 31 schools, 50,000 students, and 3,500 professors. It carries out 95% of all research in the Basque Country (Spain). The Departamento de Fundamentos del Análsis Económico II is a leading department of economics in Spain. It hosts the secretary of the Spanish Economic Association and the European Society of Population Economics.
University of Warwick
University of Warwick is a leading British university, consistently ranked in the country’s Top 10 for quality of both research and teaching. The Department of Economics, with more than 50 faculty members, including 30-plus full professors, is one of Europe’s leading centers of economic investigation, with significant strengths in economic theory and econometrics, macroeconomics, industrial organization, labor economics, public economics, development economics, and economic history. Active interests in security issues at Warwick range across disciplines from the social sciences to mathematics and engineering.
Department of Economics, Hebrew University of Jerusalem
The Department of Economics at the Hebrew University of Jerusalem, together with the Maurice Falk Institute for Economic Research, carried out the first basic studies of Israel’s economy, and it is still concerned with the empirical study of the country’s current economic questions. The Hebrew University of Jerusalem currently has more than 24,000 enrolled students, taught by over 1,200 tenured faculty members. In addition to their teaching duties, Hebrew University’s researchers figure at the forefront of international science. Nearly 40% of all civilian scientific research in Israel is conducted at the Hebrew University. The university is also home to 100 subject-related and interdisciplinary research centers.
Ingenieria de Sistemas para la Defensa de España, S.A. (Isdefe)
Isdefe is an independent Spanish systems engineering firm, headquartered in Madrid. It is a government-owned company engaged in scientific, technical and management activities on a non-profit basis. Isdefe renders services under contract to over 25 national and international civil, security and defense agencies. Isdefe has an experienced staff in the areas of information and communication technologies, aeronautical engineering, and industrial consulting, as well as other branches of engineering. Isdefe has applied this knowledge in two main areas of expertise, namely Operational Concept Definition and Validation.
École Polytechnique
The Ecole Polytechnique is a state-supported institution of higher education and research in Paris. It is considered the most prestigious Grande Ecole in France, and it was ranked among the ten best universities in the world by the Times’ Higher Education Supplement World University Ranking. Today, the school has over 380 faculty members, more than 10 departments, and 21 research laboratories.
Johannes Kepler University Linz
The Johannes Kepler University Linz is the region’s largest research institution, in both basic and applied research. Its aims are based on a close interdisciplinary connection between economics and business, social sciences and law, sciences and engineering, and on the fulfillment of the current demands of business and society. The university has a strong international orientation and already has 116 partner universities in 38 countries and 5 continents.
University of Basel
University of Basel is the oldest university in Switzerland. It offers a broad range of attractive undergraduate and postgraduate programs, access to reputable international research networks, and access to a wide range of services to students and the community. Most recently, it has undertaken a major review of its programs to align these with the Bologna Declaration of the European Ministers of Education to enhance interdisciplinarity, promote network research, and increase the international scope and reputation of the University. The university holds a department of business and economics as well as departments of psychology and sociology. The departments have a strong research orientation and offer a perfect academic environment for the study of terrorism.
School of Economics and Management, Universidade Nova de Lisboa
The School of Economics and Management at Universidade Nova de Lisboa through its Inova unit has one of the leading research departments in Portugal and Spain. Nova’s researchers are placed in top positions in national rankings, publishing widely in the most prestigious international journals. The School has offered education in business and economics in the English language for a decade and offers Masters degrees in Economics, Management and Finance, a Ph.D. in Economics and in Finance, and two prestigious MBA programs, one of which developed with the collaboration of MIT Sloan School of Management. Universidade Nova de Lisboa currently has 49 research centers financed by the Portuguese Foundation for Science and Technology, cooperative projects with numerous institutions, as well as businesses and universities at the national and international levels.
